The electrician works through the consumer unit first, looking at the condition of the wiring, whether the correct breaker ratings are in place, and whether there are any signs of overheating, scorching or amateur repairs. How Inspection Codes Work C1 and C2, the ones that fail a property Every EICR comes back with observations coded C1, C2, C3 or FI, and knowing the difference matters far more than most landlords realise. A C1 means there is a danger present right now, the kind that could cause injury or death without further deterioration. A live wire touching metalwork in a consumer unit, for instance, would sit here. The property cannot be passed with a C1 outstanding, and remedial work is needed before anyone moves in. A C2 is less immediate but still serious. It flags a potential danger rather than an active one. Think of deteriorated cable insulation that isn't yet causing a fault but will. Both C1 and C2 observations result in an unsatisfactory certificate, which means the property fails the inspection as it stands. C3 and FI, what they actually mean C3 is an improvement recommendation, not a failure. It means the installation works safely but doesn't meet the current edition of the wiring regulations. A landlord can act on a C3 or leave it, and the certificate still passes. FI, which stands for Further Investigation Required, flags something the electrician couldn't assess fully on the day, perhaps concealed wiring with no accessible test point. It doesn't automatically mean a fail, but that section of the installation stays unverified until someone follows up. Understanding these codes stops landlords from panicking over a C3 or, worse, overlooking a C2 because it doesn't carry an obvious red warning. Rubber degrades over decades, becoming brittle and prone to cracking around terminations, and the insulation resistance figures it produces during electrical testing rarely pass muster. Inadequate earthing arrangements come up almost as often, especially in properties that have had piecemeal DIY additions over the years where someone extended a circuit without picking up a proper earth path. None of these are obscure faults. They're predictable in properties of a certain age, which is why a thorough inspection well ahead of a certificate expiry date gives a landlord time to budget for the work properly rather than face an urgent repair bill at renewal. What Happens After a Failed Report A failed EICR doesn't mean the property is condemned or unrentable indefinitely, but it does start a clock. Under the Scottish Government's electrical safety regulations, landlords have 28 days from receiving the report to complete all remedial work identified as C1 or C2 observations. C1 items represent an immediate danger, so those need sorting first, before anything else. The 28-day window isn't a suggestion. Local council enforcement officers can request evidence that the work has been done, and failing to provide it puts the tenancy at risk. Where landlords often come unstuck is accepting a quick fix over a proper repair. A loose connection taped up or a worn cable left in place with a note in the report does not constitute a satisfactory remedy. Good remedial electrical repairs address the root cause, not just the visible symptom. A competent electrician will issue an Electrical Installation Condition Report Observation Completion Certificate once the work is finished, confirming each item has been fully resolved. That document is what you hand to your council and keep on file alongside the original report. If the scope of the remedial work is significant, a fresh EICR may be needed rather than a completion certificate alone. Ask your electrician to be specific about what the job actually requires. Choosing the Right Electrician for the Job Check their registration first The inspector carrying out your EICR must be registered with a recognised competent person scheme. NAPIT and NICEIC are the two you'll see most often in Scotland, and either gives you confidence that the electrician has been assessed against current wiring regulations, carries the right insurance, and issues documentation that will hold up with a council or letting agent. An EICR signed off by an unregistered electrician isn't worth the paper it's printed on for compliance purposes, and that's a problem no landlord wants to discover mid-tenancy. Always ask for their scheme registration number before booking, and verify it on the scheme's public register. Keep inspection and repairs with the same contractor Once you have the report, check that any observations are coded correctly. A C1 means immediate danger, a C2 means potentially dangerous, and anything left as FI needs to be actioned before the certificate can be confirmed as satisfactory. If a different contractor comes in to fix the C1 and C2 items, they'll need to review the original inspector's findings before they can sign off their own work, and disagreements about scope or methodology can slow things down considerably. Keeping the inspection and any follow-up electrical repairs with the same qualified electrician removes that friction entirely and usually gets you a compliant certificate faster. There are specific certification requirements on top of the standard electrical ticket, and getting this wrong does not just mean a failed inspection , it can void your charger warranty and leave your home insurance in a difficult position. Here is what the rules actually say, and how to make sure whoever turns up at your door is genuinely qualified to do the job. What the Regulations Require The baseline for any electrical work in the UK is BS 7671, the wiring regulations that govern how circuits are designed and installed. A fully qualified electrician will know these inside out. EV charger installation adds another layer on top of that. Any installer fitting a charger that qualifies for the government's EV chargepoint grant scheme must be registered with OZEV, the Office for Zero Emission Vehicles. Beyond the grant, most reputable charger manufacturers also require brand-specific accreditation from the installer before they will honour a warranty claim. So the question is not just 'are they a qualified electrician?' but 'are they OZEV-registered and accredited for this specific unit?' In practice, that means asking for evidence. A competent installer will have no hesitation showing you their NAPIT or NICEIC registration and the relevant charger accreditation. If someone hedges on this, walk away. The Dedicated Circuit Question An EV charger should never share a circuit with other appliances. It draws a sustained, high load, typically 7kW for a home unit, and shared circuits are not designed for that kind of continuous demand. Why the load calculation matters Before any cable goes in, the installer needs to assess your incoming supply capacity and the total load already on your consumer unit. If the board is already near its limit, adding a 32A circuit for a charger without doing this calculation is a fire risk, not just a code violation. A proper load assessment takes 20 to 30 minutes and looks at your meter tails, your main fuse rating, and what is already installed. When the board is near capacity This is the diagnostic step most people skip when they get a quick quote over the phone. If there is not enough headroom, you have two routes. You can upgrade the consumer unit first, or install a charger with dynamic load management built in. Dynamic load management lets the charger dial back its draw automatically when other appliances are running hard. It adds cost upfront but avoids a full board upgrade in many cases. Smart Charger vs. Basic Charger A basic tethered charger does one thing. It charges your car when you plug it in. A smart charger connects to your home Wi-Fi and lets you schedule charging through an app, usually to take advantage of cheaper overnight electricity tariffs. For most homeowners, the smart charger recovers the price difference within a year if they are on a time-of-use tariff like Octopus Go. The installation complexity is broadly the same either way. The gap is in ongoing running cost, not in the job itself. Where it does affect installation is positioning. A smart charger needs a reliable Wi-Fi signal at the mounting point. If that means running an Ethernet cable or fitting a Wi-Fi extender, scope that before the installer arrives, not after. Outdoor Installation and Weatherproofing Most home chargers go on an external wall, which means the unit, the cabling, and any conduit all need to be rated for outdoor exposure. The charger itself should carry at minimum an IP54 rating. Check the manufacturer's datasheet if you are unsure. Cable routing and groundwork The unexpected cost usually comes from cable routing. A clean run from the consumer unit to an external wall directly behind it is straightforward. Running cable across a garage, under a driveway, or around a corner through masonry is not. If the quote does not specify the exact route and how penetrations will be sealed and made weatherproof, ask. Retrospective groundwork is always more expensive than scoping it properly upfront. Check proximity to the incoming supply too. There are clearance requirements around gas meters and incoming supply heads. An installer who does a site visit before quoting will catch these. One who quotes blind from a photo often will not. Questions to Ask Before You Book Put these four questions to any electrician before you agree to anything: Are you OZEV-registered, and can you show me the certificate? Are you accredited for my specific charger brand, or will the warranty be affected? Will you do a site survey before the quote, or is this a fixed-price estimate from a phone call? What does the completion certificate cover, and will you notify the local authority as required under Part P? A confident installer answers all four without blinking.
